Xunaa Borough Incorporation Election paused

The Alaska Division of Elections officially received notification that it needs to pause the incorporation election. The DOE is on pause until further notice is received from the Local Boundary Commission.

The Superior Court has ordered a stay of the Local Boundary Commission’s decision approving the formation of the Xunaa Borough in City of Pelican, et al v. Local Boundary Commission. The order prevents the Local Boundary Commission and “other agencies acting on its behalf” from taking any further steps toward the formation of the Xunaa Borough while the appeal is pending.

A notice is hereby given that pursuant to the provisions of AS 29.05.110,29.05.120, and 29.45.680 an election will be held in the proposed Xunaa Borough on July 15, 2025, to determine:

  • Shall the non-unified home rule Xunaa Borough be incorporated? (Incorporation of the non-unified home rule Xunaa Borough will result in the concurrent dissolution of the existing City of Hoonah.)

  • Shall the Xunaa Borough institute a 1% seasonal areawide sales tax and other sales taxes asproposed by exhibit W in the incorporation petition?

  • The composition of the borough assembly and school board. If a majority of voters approve the incorporation question above, the Xunaa Borough will be governed by a seven-member borough assembly, including a mayor, elected at large. The school board will have five members, also elected at large.

***The election will be conducted by mail and will be under the administration and supervision of the Director of Elections***

Absentee Voting Information

***This election will be conducted by mail only. There will be no polling place on Election Day.***

  • Ballots will be mailed to all qualified registered voters no later than June 23, 2025.

  • To ensure your vote counts, you must: vote your ballot, sign your ballot envelope, provide an identifier, have a witness sign and date the envelope.

  • Return your ballot postmarked on or before July 15, 2025.

  • Absentee in-person ballots will be available beginning Monday, June 30, 2025, through Tuesday, July 15, 2025 (closed July 4).

  • If your mailing address has changed or if you do not receive a ballot, please contact the Division of Elections, Region I Office at (907) 465-3021.

Absentee In-Person Voting Information

List of absentee in-person voting locations and hours:

  • Hoonah: City Clerk’s Office: Monday–Friday, 8:00 a.m. – 4:00 p.m.

  • Elfin Cove: Keith Ware Residence: Monday – Friday, 10:00 a.m. – 2:00 p.m.

  • Juneau, Anchorage, Wasilla, Fairbanks, and Nome Election Offices: Monday – Friday, 8:00 a.m. – 5:00 p.m.
    It will be 8:00 a.m. to 8:00 p.m. on Election Day July 15.

Candidate Information

The candidate filing deadline is 5:00pm on May 16, 2025. Withdrawal deadline: 5:00pm Wednesday, May 28, 2025.

  • Candidates for mayor, borough assembly and school board shall be a qualified voter and a resident of the area within the proposed Xunaa Borough for at least one year preceding the election.

  • Interested candidates must file a completed Nominating Petition Packet (including a Public Official’s Financial Disclosure Statement) to appear on the ballot.

  • Nominating Petition Packets will be available beginning April 21, 2025, on the division’s website and at the Region I Election Office, 9109 Mendenhall Mall Rd, Ste 3, Juneau, AK
