Although it appears that the referendum in 2000 passed and referendum in 1976 failed, they both passed. The ballots asked two different questions. In 2000, the ballot asked “Should this law be rejected?” and in 1976 the ballot asked “Are you for or against the act?” In 1976, the majority voted against the act but, in effect, for the referendum.
