Following is the full text of the proposed bill: Be it enacted by the people of the State of Alaska: Sec. 1. The Lieutenant Governor shall place before the qualified voters of the state at the next statewide general election a question advisory to the Legislature as to whether it shall propose an amendment to the Constitution of the State of Alaska to guarantee the permanent fund dividend, to provide for inflation proofing, and to require a vote of the people before spending the income of the permanent fund for any other purpose. The question shall appear in the following form: “Shall the Legislature propose an amendment to the Constitution of the State of Alaska guaranteeing the permanent fund dividend, to provide for inflation proofing, and to require a vote of the people before spending the income of the permanent fund for any other purpose?” Sec. 2. The Legislature, in lieu of the placement of an advisory question relating to the dividend, inflation proofing, and a required vote of the people, before the qualified voters at the next statewide general election, may, Section 1 hereof notwithstanding, propose an amendment to the Constitution of the State of Alaska relating to guaranteeing the dividend, providing for inflation proofing, and requiring a vote of the people before spending the income of the permanent fund for any other purpose, for adoption at the said general election. Advisory Vote on Permanent Fund Dividend This bill would require the lieutenant governor to place an advisory question on the ballot. The voters would advise the legislature if the State Constitution should be amended so that: 1. the permanent fund dividend is guaranteed; 2. the fund is inflation proofed; and 3. the people vote before the fund’s income is spent for any other purpose. The bill does not require the advisory vote if the legislature proposes this amendment for adoption at the next statewide general election.”
