In accordance with AS 15.45.090, a copy of the proposed bill is to be included in the petition booklet if the proposed bill is 500 words or less. Following is the full text of the proposed bill:
Be it enacted by the people of the State of Alaska:
Sec. 1. The lieutenant governor shall place before the qualified voters of the state at the next statewide election a question advisory to the Legislature as to whether it shall propose an amendment to the Constitution of the State of Alaska establishing the education endowment account in the permanent fund for elementary and secondary schools. The question shall appear on the ballot in the following form:

“Shall the Legislature propose an amendment to the Constitution of the State of Alaska creating an education endowment account as a separate account in the permanent fund, for elementary and secondary education, funded by a percentage of the earnings of the Permanent Fund?”

Sec. 2. The Legislature, in lieu of placement of an advisory question relating to the education endowment account at the next statewide election before the qualified voters, may, section 1 hereof notwithstanding, propose an amendment to the Constitution of the State of Alaska relating to the education endowment account in the permanent fund, for adoption at the said election.

Advisory vote to create education endowment

The bill would require the legislature to place a question on the ballot. Voters would be asked to advise if there should be a vote to amend the Alaska Constitution. The amendment would create an account to pay for elementary and secondary schools. The funds for the account would come from a part of the earnings of the AlaskaPermanent Fund. The ballot question would appear at the next general election held after voter approval of the bill.
